What languages should i need for creating my own forum software?

Welcome to DevShed Forums, hourb.

You would need HTML and CSS and probably some JavaScript. You would also need to decide which server-side and database system pairing you want to use. Two of the most common pairings are PHP with MySQL (open-source) and ASP.Net with MS-SQL (Microsoft).

These forums use vBulletin which is built on PHP and (I assume) MySQL as well.

If you need to ask this question though, I would suggest that you use a system that's already built. Examples include bbPress and phpBB.

What do you mean by "it"?

Anyway, jQuery is just a JavaScript library. What it does is provide methods for doing common JavaScript tasks so that you can spend less time writing (and debugging) code yourself.
