What's the deal with shopping carts?

Hello,

I'm getting very frustrated because a potential client wants me to set up a catalog on his site and I can't find any decent tutorials or information on how to do this anywhere. Is this something that is programmed in PHP? is it something that has to be hosted by someone else? Is this difficult because of credit card security? Where do I go if I want to learn how to do a catalog with a shopping cart? Where on earth do I begin with this???

I have seen copy-and-paste code in www.paypal.com

I am not sure though if paypal would charge a fee fro the transaction.
