Question A host who will handle forum technical issues?
Does anyone know of a place that will host a phpBB or vBulletin Board that will be there to contact if I have problems setting it up or if I encounter problems while running the forum? A host who can fix the problems?

That's really the web developer's job. However, some hosts using CPanel have one click installation of popular pre-made apps like boards. I'm using netacore.com; if you have a problem, they have their own boards where you can post and get help from other members.

Ive helped several of our clients set up vbulletin on our servers... We have CPanel on our servers so like jharnois said it will automatically create a phpBB or InvisionBoard for you.
