Would this be breaking the rules?

My hosting site is bluehost. I was wounding if a php file that read webpages for js apps would be considered a Anonymous Proxy because bluehost doesn't allow them. I rather be safe than sorry.

No offense, but you should really be asking them. It's really up to their judgment. It doesn't matter in the least what we think the definition of a proxy is.

Just open a ticket with them and ask them directly

A best way to solve this is to open a support ticket with bluehost and ask them about their judgement. I hope it will solve your problem very soon.
    Good luck.

Please don't revive a dead thread just to restate what's already been said.

It is not illegal but you are breaking their tos if they do not allow it, if they somehow come to know they can suspend your host!
