99.9% of all hosts that offer POP mail services offer SMTP servers... Although I suppose it's possible for you to have a crappy one that doesn't, it's not likely.
Check your web host's manual (or FAQ) on using their SMTP server and/or the personalised SMTP server that's supposed to come with your domain... Note that most personalised SMTP servers do not allow open relaying, meaning that they will only accept outgoing e-mails that specify a return address at your domain.
If you're sending e-mail from your regular POP mail account, you still need to use your ISP's own SMTP servers in most cases.
