I thinks cPanel is the best. It is most widely used and user friendly too. cPanel has got proper documentations too.

More easy for any users to be able to manage their service. Not everyone can manage programm/website/service directly in console mode without a friendly panel.

Choosing a control panel depends upon the Hosting plan you choose. Generally Plesk is offered on with Windows Hosting plans and cPanel with Linux Hosting plans. Different control panels have there own importance. But it is said that cPanel is a very user friendly control panel when compared to other control panels available in market. Its a very fast control panel and has a very simple user interface, so even a new user can use it easily.

I would like to recommend cPanel. Not specifically because I like it, but it's the one that most of our clients are looking for. And it is really easy to educate them how to use cPanel, however, it's really their own opinion that matters...

A control panel is one of the key aspects when choosing a hosting package. Though as stated above many webmasters prefer WHM/cPanel for managing Linux servers while for managing Windows Servers there is mixed preference between Plesk and DotNet Panel. The functionality is more-or-less the same, its just a matter of preference.
The only drawback of using Plesk is that you need to ask the host to install Plesk Power Pack to match the functionality as of cPanel.

Depending on your needs you can also look into alternatives such as DirectAdmin. The cheaper per month license cost can translate into cheaper options for smaller (less than $2 per month) plans.

Basically, a control panel allows you to manage your server very well. It will allow you to manage Email accounts, FTP accounts, Domains, Subdomains, Databases etc.
The selection of a control panel will depend on the hosting platfor that you select. Control panel like cPanel is compatible with Linux, whereas DotNetPanel is compatible with Windows. Plesk is a control panel compatible with both Linux and Windows.

For Linux based server cPanel is the best control panel its quite user-friendly then other control panels.
