Windows Cloud Hosting would offer following benefits
No Hardware Dependence – No longer do you have to worry that you’ll run out of hard drive space, RAM, or processor power. If you do, you can add more in seconds.
More Reliable – As the data is stored across multiple drives, if one fails the others instantly start working seamlessly. No downtime, no data loss. This is a very powerful feature of cloud hosting.
Unlimited Scalability – With cloud hosting, you have virtual servers. You can add, reduce, swap, or remove resources all day long without losing data.
Much Better Performance – On shared, VPS or dedicated hosting, if your site is hit by an overwhelming number of visitors at one time, you and all the other sites on the same server could experience an overload and go down. With cloud hosting, resources can be re-allocated so that this doesn’t become an issue.
With Cloud hosting you have complete independence, full control, secure, reliable, and CHEAP – all in one service, something shared, dedicated and VPS hosting can’t give you.

Why do you need it "Cloud" and why do you think a Cloud based e-commerce hosting would work better than any standard, traditional server.

Hello,
The hosting type is only a part of what you should looking for. Take in mind that also very important are: the hosting location, support, add ons (shopping carts support for ecommerce), uptime, money back guarantee etc...
Hope this will help you.

This "cloud" word is pretty much marketing buzz at the moment. Many companies have many different definitions... As a matter of fact, a decent shared hosting provider will do your site justice.

In my opinion the greatest asset of any eCommerce website is the uptime of the website. If the website is slow or down due to any reason, the visitors will quickly find some other website. Therefore the web hosting platform is a great investment for any eCommerce website. A cloud hosting or a dedicated hosting platform for ensuring the best for your website.

For an ecommerce website, i'd suggest a specialist host that specialises in that, or a Cloud based VPS where you can install whatever you want.
I'm sure there are providers that can do that for you.

There are many providers in the industry today. You just have to choose wisely. Consider the quality, up time, bandwidth , customer support reliability and security these are very important factors for a web host

Ecommerce Website can get resource intensive. So a Fully Managed Cloud solution is definitely one great option. If you need all the benefits of a dedicated server then a cloud VPS solution is something that you should look at. Also, make sure that the host you chose provides fully managed hosting servers.

Start with a VPS
You need a vps to host eCommerce website, so use this plan to begin with:
VPS-1 $49.95
$49.95 USD Monthly
Fully Managed
512 MB Guaranteed RAM
640 MB Burstable RAM
40 GB Disk Space
500 GB Bandwidth
2 IP Addresses
Full Root Access
cPanel Included
Management Panel SolousVM
24/7 Support

Cloud hosting is more expensive but a better solution, but VPS either not far behind too much, because I'd rather suggest that you choose vps hosting to start.
