I would try elsewhere.
After looking at the page I noticed that the web hosting on the cheapest one doesn't even come with private CGI-BIN folder to execute CGI programs/Perl scripts and I have seen better value deals elsewhere. If I were you I would look for a host with some sort of server side scripting capabilities, even if you don't know how to use any Perl/ASP/PHP/JSP/Coldfusion etc I would still get it so you could learn.
Try these web hosting directories to find hosting: URL URL URL URL These days, dedicated servers are so cheap (£25 a month in UK), it makes shared hosting like this which shares the computer with 100 to 1000 other people seem a big rip-off. If you are a beginner then I would advise a free host, so you can see what the fuss is about before choosing a premium service. URL comes with PHP, Perl, MySQL, 25meg space. Look at the date... things have obviously changed, cheap companies have either folded or now charge much more
