After looking at the page I noticed that the web hosting on the cheapest one doesn't even come with private CGI-BIN folder to execute CGI programs/Perl scripts and I have seen better value deals elsewhere. If I were you I would look for a host with some sort of server side scripting capabilities, even if you don't know how to use any Perl/ASP/PHP/JSP/Coldfusion etc I would still get it so you could learn.

These days, dedicated servers are so cheap (£25 a month in UK), it makes shared hosting like this which shares the computer with 100 to 1000 other people seem a big rip-off.
If you are a beginner then I would advise a free host, so you can see what the fuss is about before choosing a premium service. URL comes with PHP, Perl, MySQL, 25meg space. There are many like it around if you look, like URL or URL or URL or URL or URL or URL

Look at the date... things have obviously changed, cheap companies have either folded or now charge much more
