Mindspring should provide you with the names of the DNS servers you should use. If not, you'll have to see about DNS hosting as stareye suggests. Once you have the DNS server names, you'll need to let joker.com know what they are.
Once joker.com has them, they'll be propogated out to other DNS servers so when someone types in your domain name, their DNS servers (usually at their ISP) know which DNS server they need to query to get your current IP. (the preceding was a simplification of the process and is not intended to be a detailed lecture of the domain name process)
