Hosting w/ PHP/mysql, fsockopen, sendmail recommendations?

My site really requires the capabilities of fsockopen and fopen([URL]) functions. I'm looking for a very reliable site, but for price and space, I'd want the low end. Around 50-100mb's disk space, 1-2GB monthly transfers.

Mainly looking for those functions, along with sendmail (max >= 100 sends/day?), for $30-50 a year (w/o domain name).


Also, does anyone know of a site w/ tons of options for searching for hosts? I deleted a url I had cause I thought I didn't need a new host lol.
