I'm looking for a web hosting company (Linux based) that will allow me to run a custom web-based opt-in email serving script in PHP.

Here is the details:

-My client requires to send out sponsor offers (advertisement) to it's in-house double opt-in customer database of about 40,000 monthly.
-custom DNS (optional.. to have the email sent from mail.domain-name.com, or similar)
-runs SendMail
-under $40/mo.
