Reliable web host?

Can anyone please point me in the direction of a reliable web host? The one I am using now is very quickly overloaded with a few very simple cgi scripts (im talking their telling me that my form mail scripts are having a major drain on their servers [I'm using the FormMail script from mattsarchive or however its spelled])

I'd like for it to have at least these features:
Subdomains (at least 3)
E-mail forwarders (at least 20)
Pop3 accounts (at least 15)
min 50mb space
min 5gb monthy transfer (small site eh? and I'm overloading the thing pffft)
cgi-perl script ability
php4
ip blocking

I dont ask much from a web host, other than reliability. Would like to price around some as well, so multiple suggestions would be great =)

One of the best shared hosting plans I've ever used was with 1stconnection.net or 1stconnection.co.uk. They always kept the box up todate and the only time the server was ever down was when the one of the major datacenters in the world gave them and about 18 million other websites 6 week notice that they were going out of business. The site was down for about 6 hours. Not too bad.

A lot of spammers use security holes in Matt's FormMail to send mail from your server. This might be the case with you. I don't use it, but my error logs show attempts to access it.

www.netacore.com

I've been using these guys for several months with nothing but great results. I do not work for them; I do not resell for them. I use them.

I want to know what "Experts" use, if other ppl. also post their hosting companies, it will make a pretty good and reliable list of hosts. neways jharnois I saw that site, I liked the $15 hosting but do you know if they have .htaccess? Or any other "reliable" host who has similar features and allows .htaccess

Thank you

I think you are mistaken, rackshack.net is cheap unmanaged dedicated servers with high bandwidth quotas. I think the service your talking about is provided by rackspace.com, they provide a high quality managed server.

2 completely different target markets.
