too many hosts to choose from

I am looking for a new host because my last one charged A LOT for extra bandwidth without even warning me I was near the limit. My site is fairly popular. I've been looking for a host but there's so many to choose from it's hard to know what one's are worth it. I don't really want to pay any more than $10 a month. Can anyone recommend one?
