The top reason why web developer pick up VPS is Performance Reliability .Performance Reliability is the second and one of the most important advantages the VPS Hosting has. One single customer cannot exhaust large share of the resources but actually exhaust up to its allocated resources. This assures reliable and predictable service for you.

Most people use Shared Hosting accounts and the reason is that they do not have (and must not have) knowledge of system management, OS and virtualization. That's why VPS hosting market is still a developing niche in hosting industry.
You are talking about the "second most important advantage" of VPS hosting and I'm curious which one is the first one according to you.

Though shared hosting is an inexpensive solution...but you will not get a full control over your website with that. And to get complete control, VPS could be a nice solution to make you feel like dedicated server without using cost of a dedicated one.

Most people believe they need dedicated web hosting; although, in reality shared web hosting offers more than sufficient server resources for the average website.
