I would like to know which is the best web based control panel for web hosting business offering admin control panel & user control panel.

I don't think there exists the best panel. You should find the panel to satisfy your particular needs.
We use Plesk Server Administration and up to now we've been satisfied with it. Ensim is also considered to be a very good panel.
