It is used to provide Downloads.

It should not cost more than 200$ / month.

Few questions.
1) Will theese downloads be legal or not
2) 100mbit dedicated produces about 30TB Transfer/month. Are you sure you will use all that?

the problem ist not the traffic, think 3-4 Tb/ month.

but i need speed, we've several rush hours, than the server must get 100 mbit...
