Building a video streaming website

I am completely new to web design and coding and am looking to have a site built based on video streaming and user uploaded content in a similar vein to youtube.com but on a much, much smaller scale!

I have a fairly low budget and am looking for advice on EXACTLY what I will need in terms of coding, programming, content management systems and web hosting to get the site running.

I have heard that flash streaming will be the cheapest way to go?

I really appreciate any help on this this.

You may want to instead of paying for things like coding and programming, go for a file upload system. Some companies offer this kind of script for free. When the user downloads, it will stream on the webpage or immediately load on their computer.

As for webhosting, you may want to consider a lower end dedicated, because shared hosting may not be able to hold the amount of data you want to put up.
