40 GB Hard-drive
500 GB up Transfer

PLESK 7 Control Panel or cpanel/whm/
fantastico if possible

dont mind a cheap setup fee

about $70-$80

I don't think that you are going to be able to find this setup for under $80 a month. The control panel license is to expensive to include in this price range. If you are willing to get rid of the control panel, I can make you an offer. If you want the control panel though, you will need to increase your price range.
