I can offer a low-cost solution, but it is nowhere close to what you require.

If you think of increasing budget to $100 or so, we could offer you what you need, if not, here is what (around) $50 can get you:

Why ask for such an impossible deal?
No company in the world can offer that. Rember, cPanel/WHM + Fantastico are $20, 1200GB Transfer covers the rest. Then you hope to add a GB of ram on, and a 2.4GHz processor. I make that about so far about $80. Then you're asking for 2 Hard drives

I dont know why I'm even offering this, but if you're interested, i could get;

I say, if you're serious about getting a server, lower you're requirements, or increase your budget

well, for the specs you require, the offer would be close to the following:

Cpanel + WHM is $17'99 extra

As for the backup, it would be $0.5 per GB of data back up you require. Self managed.
