Flexible hosting plan

I've been looking for a good reliable host for quite some time and have yet to find one that I really like. My current hosting plan ends at the end of the month, so I'll be making a decision soon. The thing is is that I run an NFL Draft website, meaning that for about a quarter of the year, our traffic spikes tremendously then is pretty suttle (20 GB/month would be needed) the rest of the year. However, during draft season, I would want 200GB/month. I would be willing to sign a yearly contract, I just want to be flexible with the bandwidth. Here is what I require:

-At least 20 MySQL databases.
-Linux/Unix hosting.
-3GB disk space
-Unlimited email
-Subdomains (at least 20)
-SSH
-Unlimited FTP (as in no server timeout).

I'm willing to spend about $15/month max. I don't need the most reliable hosting (I realize I have to cut corners somewhere in my budget), although that will definitely factor in.

Is SSH essential?

No, but I would not go to a host without it unless it was too good of a deal to pass up.

Eh, that might discourage some hosts from posting offers . Because when people read that, then see an offer from someone, they may assume that the host may be unreliable. Though this is just my personal thoughts.
