i found the perfect deal that i wanted for a dedicated server

its also had all the software pre installed and 1 hour a month maintenance by a technician

This was for $69 a month and a $79 start up fee

the probelm is that i wanted a dedicated server that would have cpanel / whm. this company used to do it but know use there own web control panel

i was wondering if anyone will offer the same kind of deal

I doubt anyone will offer you anything like this. Usually these "perfect dedicated deals" are powered by companies that can't afford to pay for real network techs or they can't afford to pay for real networking equipment, thus the reason for the "perfect deal"
