I'm looking for a cheap dedicated server, here are my specifications:

AMD/Intel 2.0GHz+
256/512mb RAM+
500gb Monthly Transfer+
No admin panel is required.
Atleast two ip addresses.
IRC Allowed.
Nothing above $60.

With your budget, verry difficult to find a dedicated server, VPS is a solution, you should consider www.Superb.com to get a cheap server($59/month, Cleron 1.7, 512Mb of RAM).
How many users at one time in your website? Find some VPSs at www.hostingsolution.ws/top-10-vps-hosts.htm if you interest.

I have 5 servers with this requirement and they cost at only $50 Add me to your msn for furthur discussion. But we do not allow IRC.
