Looking for a small VPS

I'm looking for a VPS hosting account that in reality is pretty small on features required. What I need as far as resources are:

At least 2 IP addresses with the ability to configure my own private nameservers to point to the account
Storage: 10-20MB
Data transfer: 1-2GB a month (but anything higher is always better)
Ability to run PHP (with CURL)
No DB required

Why I need the VPN is that I need to have root-level access to the DNS setups. I plan on using the account as a "domain parking" system where my customers that have purchased domain names, but have not set up a website yet, will have the domains parked all pointing dynamically to a single web page. Also, anyone that can offer assistance in getting this set up will be highly regarded!
