1. free Dedicated IP.

2. Great Domains Allowed.

3. at least 3G space,60G Bandwidth.(the more the better)

4. price at most $30/year.

5. Php+MYSQL

6. had better cPanel.

The average price of dedicated IP only is about $20 - $25 per month. cPanel also costs web hosts some money and they need to produce the hosting service. I'm affraid you want to pay less than the cost of a reliable hosting plan.

Where are you getting the price of a dedicated IP from ? The actual cost of IP's may surprise you.
