Looking for PST/West Coast Reseller Account

We are breaking in to the web hosting business in the Sacramento, CA area and require a hosting company who's servers are in the PST Timezone (or can be set to PST, if that's possible).

Our requirements are in layman's terms but I'm optomistic that a good business man/woman will be able to translate and provide an interesting offer. Some of my requirements may not be standard or even possible and I welcome feedback from anyone who thinks we can work something out.

We would like:

- To offer our customers both linux/unix and windows services
- Cpanel without unreasonable high additional cost
- Actual 24/7 support including phone, web chat and email
- Servers located in the Pacific Timezone or set to PST time
- Fantastico including the standard scripts
- No hidden charges, all costs, fees and penalties explained clearly up front
- Disk space and bandwidth to support our initial setup venture of 5-10 commerical websites
- Guaranteed service and uptime described by a detailed service level agreement
- Merchant services to facilitate customer billing
- Email accounts, subdomains, ftp access and other standard services
- The ability to upgrade the account rather than pay penalties if resource limits are exceeded

Basically we are looking for a reliable partner to do business with who offers good service and quality products at a reasonable cost.
