Need Dedicated Server

Hello, I need a server for an online gaming community that runs on its own software called UO 2D game. I'm looking for a server that can give me the follow and keeping in the range of $150-$200 usd per month(willing to nogociate) within the eastern US. Heres what i'm looking for:

2.4 Duel Xeon Server or Simular Duel Xeon System
3-4 GB of RAM, if not, 2GB will be fine for now
"Lots" of Harddrive Space
Windows 2000 OS
Dedicated 100 mbps Stable Connection
3500GB(or a lil more if allowed)allowed Transfer
Root access
Install anytype of software
Static IP
Support if server has any problems

Thats all i can think of for now, im just looking for a reliable host that i can count on, im willing to discuss a deal and I plan and using this for a long time to come. I would host myself but i dont have 1 thing and thats the connection .

hmm well i could possibly do 300 a month but i doubt 400, maybe ill have to step down the specs, are there any single processor Xeon Servers? not Duel?, i need something fast

Mystikal not to down your hopes but Dual Xeon machines with 1GB of ram are lowest in the $150 range generally. Take on 2GB of ram and $200 or so may be the lowest you see much less 4GB
