Need dedicated server to start file/image host company

I want to start a free file and image hosting company and I need a dedicated server with at least 240GB+ HD (can be dual), 2GB+ RAM, 100mbps uplink (can be shared) 3000GB + bandwidth, Xeon 2.8ghz or better processor, cPanel, Linux, mySQL and must have php, perl, and POP3 support. Managed would be a plus. Current budget so far is $250 a month. I would not like to be forced to pay a set-up fee.

I want to make it clear to you that you will never find pure quality server and tier 1 no cogent bandwidth at $250 for a unmetered plan on dual xeon. You need to raise your price much higher. Anyone offering unmetered on dual xeon with 2GB memory for $250 is scamming you.

Agreed. Typically the server you requested alone will cost more then $250 a month, let alone the managed services. I'd suggest raising your requested price or be prepared for downtime/failure.
