Need site suitable for mirror (or possible replacement) of photo gallery site

I am presently working for Mr. Marvin Mann, a photographer in St Augustine, FL, USA, making changes and updates to his business web site and photo gallery. WHile he has enjoyed a good relationship with his current host up until now, they are going through several business transitions, and he is concerned about their long term viability. Also, he would like a mirror site for those times when (inevitably, with any real-world system) the primary server is down.

The current site is approximately 32MB in size; he would like at least 50MB, preferably 100MB. I don't have a hard and fast figure on current bandwidth usage, but since it is mostly involving photo gallery pages, most of which hold between 8 and 20 JPEG images in the which are generally less than 150KB each, with the majority of the traffic being local to the St Augustine area, but I don't know the actual average number of hits per month currently (for TOCOTOX reasons, the only statistics I have are over two years old, from shortly after the site was established). As a ballpark figure, I would say it would need no more than 256MB per month at the current time, though I would prefer to have 1GB available for future expansion. I will try to get more specific figures when I can.

While a main host local to Northern Florida would be preferred, there are no hard and fast requirements for physical location, at least for a mirror site.

The web pages themselves are hand-coded HTML with several separate image folders and some external Javascript and CSS files. We would need to have FTP access to the site (and preferably Telnet as well); hosts that require Front-Page or similar tools for uploading pages are not acceptable. While there are no server-side scripts currently, support for either PHP or JSP would be desirable for future use. There are also a few ASP pages and CGI scripts, but these will probably be phased out. There is currently a guest book which uses an MS Access (JET) database, but this can be migrated to some other database server as needed (provided that the same database system is supported on both the main server and the mirror); migrating to MySQL in particular is already being considered. There probably will not be any need to support Java servlets, EJB, .NET Framework, WebSphere, or any other enterprise web services, but support for such features would not be considered a detriment.

He is hoping to pay less than $25/month for the main site, and less than $9/month for the mirror site, but there is some room for considering (slightly) more expensive options.
