cPanel will not run on 32MB RAM, it will be very slow even with the burst as the user would be competing with other users for Burst RAM...

Hi, not to sound rude, but if you read his post, the first vps, which has 32mb of ram, does not have cpanel. The second VPS he posts, has minimum of 128MB Ram, which CPanel should be able to run on.
