I am looking for a very low specification account with 100% uptime SLA :-

* 100MB Space
* 1GB bandwidth
* Cpanel Control Panel
* 10 POP3 accounts
* 100% uptime SLA
* You own your own servers
* Servers use RAID
* Servers are backed up (as well as raid)

Is Cpanel an absolute must or would you accept an alternative control panel?

Yes. I would consider another CP, if the account met the right specification. I'd even consider one without a control panel if it was the right spec.

Cost is high as its impossible to achieve 100% uptime with one server as server has to be restarted occasionally for software updates and security patches. Site has to be kept on 2 or more servers and a load balancer is required to intelligently distribute visitors to the correct server if a server goes down or has to be restarted.

If you are just looking for a high availability account (99.95%) you should be able to find much cheaper quotes.

100% uptime is not possible. 99.98% is, however. eventually, the server has to come down. anyone guaranteeing you 100% is BSing you.
