Webhosting for Underground type websites

Hello I run a website at the moment and my friend is re-starting a website they are both underground type websites and deal in topics from explosives to hacking! Now were willing to pay at most 20$ a month for hosting and if all works out we will be long-term customers. What we are looking for is:
99% uptime and the host must be established for over 2 years.
Space: 10 GB +
Bandwidth: 75GB+ a month
Unlimited mysql,php etc.

It would be nice if it was a reseller but it is not necessary

You will be very very very reluctant to find a webhost willing to host material considered to be grey matter for that low of a price.

You need to understand that even though we have terms and conditions to protect our liability, it doesnt stop the authorities from seizing equipment for what people put on them.

Just setup a webserver on your home PC. It'll probably be easier

I would love to set up a webserver but my 56kb connection wont realy allow it.But what about my disclaimer?

A Disclaimer only goes so far. When hosting risky sites some people may take offense to it and decide to attack the side using DDoS attacks. It happened to a customer of mine with a blog with questionable content. Someone would DDoS there site over and over again impacting other customers on the same server.

I understand that as i know of a site it happend to but is there know way around that?I know some of you may find it stupid or funny but 20$ a month is all i can realy spare and i was hoping maybe i could get some hosting off of one of you!
Is there no agreement that can be taken care of?I would probably attract allot of people if you were to host me as i would display as small banner and advise others to use you.Im sort of desperate for hosting at the moment!

I would suggest you up your budget. Its like walking onto a car lot and ask for a brand new BMW for $5,000. Ain't going to happen. Typically a person has 2 options when wanting a BMW for $5,000. They can A) Up their budget or B) Decrease their request. In your case, I'd suggest you decrease your request.

Server Matrix is a portion of The Planet.
They are the people who host the server, which your site is hosted on.

As soon as they receive a complaint, they will contact the server owner and tell him to delete the content immediately otherwise they will unplug the server.

I suggest you find a host in Asia, or some location like that. It really isn't fair for hundreds of websites to be taken offline, just because you are hosting something illegal.

The Incognito one.
All US data centers disallow this kind of content.

I am not saying do this, nor do I agree with it. Lots of these sites just get hosting with big companies who don't check their customer sites much...though after a while they'll be deleted, but sometimes a long time.
