Who allows large uploads through PHP5

My client got me to build him a form so he could upload videos to his server. It collects some category info and stuff for database and he wants it displayed in a certain manner using ajax and searches, so we can't just use ftp to upload the files. I tried using .htaccess php_flags, ini_set(), but i just can't change the upload_max_filesize The server needs to run php5 and mysql5. I would prefer if i could use mysql administrator app to admin the databases as well, not phpmyadmin/cpanel. something that i can use CREATE TABLE in php at least. anyone know of good hosting?

How much Disk Space/Bandwidth are you looking for? And also how large are the files you will be uploading.

php case, then u might need try search for upload in file stream.
