CPanel Backup Tool
I am looking for a backup tool I can setup on a windows based machine that would log into a cPanel (not whm) and backup the account, download it and archive it on the local machine it is running on.
Any suggestions to do this?

You don't need any tool for this. You can also access your cPanel account on your local machine which has Windows OS.
just open a web browser >> log in to your website's cPanel (http://www.yourdomain.com/cPanel or http://www.yourdomain.com:2082/ ) >> backup the account >> That's it.

There is a button in cPanel by which you can create you complete back-up.

I think what the OP wants is an automated system, not something where they'll need to go and do the backups themselves manually.
I don't think there's any out there for Windows, but I haven't looked for them quite so much so I can't be 100% sure.
I'd recommend one of the many WHM/Cpanel backup services that are around these days. I've got one set up that's $5.00 a month for 5GB backup space, and it logs into my account to do a backup of all of my CPanel accounts each day. I keep multiple backups and I don't have to touch it. It's the simplest, and best, system I've found for backups so far.

After logging in to your cPanel you can find the 'Backup Wizard' under 'Files' section. You can use it for taking backup as well as restoring the saved backup on your web hosting account. If you are new to this then I would suggest you to contact the support staff of you web hosting provider and ask them to help you to learn the process.
