Nice color scheme and clean layout.

One suggestion I would give, as with most sites the top banner is at least 2x what it needs to be. It required users to scroll down to get to content before they are engaged.

I don't know what to say.. when I tried to access it I got the following message:
Fatal error: Call to undefined function session_pagestart() in C:\xampp\htdocs\portal.php on line 53
