Have a look and tell me what you think. I like the overall look well enough, but I think it would be best if I could get rid of the frames.

Mainly I just want to focus on getting the forum going right now and add more features later. I still need to improve the features it has as it is.

its a nice enough design but try to steer clear of "neon" colors aka black bg and light green text....

I agree with the color problem. You should pick a fewer range of colors and shoot to match the site up to them tightly. Also steer clear of the neon colors as said above.

Your navigation and graphics also are a bit unshaven and could use a bit of loving. Rough edges are the bane of most sites clean cut look and are worth attacking.

If you're just doing this for a hobby, its fine.
If you're just doing this for fun, its fine.
If you're doing this to be a popular community site, then, you need crisp graphics and personaly, I'd say lose the normal frame set and go with div or iframe , just a suggestion. I think they're a better alternative.

I have been thinking about going with a white background, even though I personally like black background better. I definitely need to get better art, you should have seen the Icons I had before!

I'm going to have a lot of links to different sites, and most of them have the white background. When going from a black to a white background it kind of burns your eyeballs. Also page transitions are easier.

I would like the site to be popular more or less, like maybe 100 users in the forum.

the sites colors are not working, also the clip art graphics are not working. try using some original graphics and some milder colors.
