hi... I thought that the blue on the left and right hand sides was ok but at the top and bottom it was a bit to harsh. Also there is insufficient contrast between the blue at the bottom and the black text / blue link some people may have difficulty reading it

there needs to be a lot more fill and color to the site to really judge it for anything. You can't tell how the color scheme is really working until there is something in there.
Good that your using CSS in there, that will make it easy to change it to whatever color scheme your looking to make it in the future and really cleans up your code.
