Heh, just yesterday I was googling for a site like this - what a co-insidence.
To review your site:
Layout is good, I like the colors and the basic design - but there are a few things I would have done differently.

1) The bar with the scrolling text, it's approximately 50 pixels shorter than the rest of the main area, so it looks kinda silly. I suggest you make it the same width as the rest of the page.

2) Especially at high resolutions the page looks really narrow. Have you consider making the page width dynamic instead of stating? I see no reason why it should be static.

3) At the register form - please change the password input box's type to password. Having it as "text" isn't such a good idea. If you want to make sure that the user has entered the password they intended, then add an extra password field to verify the typed password.

4) The yellow line at the bottom - it looks empty, well it IS empty. Put some text in it, a copyright notice if nothing else

I would certainly put a mask on the password field on the registration form. Also, a colored scrollbar works only in IE doesn't it? You might want to test how your site look slike in different browsers in different resolutions.
Other than that, the design is IMO very nice.

The navigation box is good. Having icons next to your links for each navigation item is definitely cool. I would lose the arrows though, they are not so cool.

Actually I've noticed there's arrows all over the place. I understand they are probably a design choice but I'm not really sure they're needed, as they serve no purpose. If you end up wanting to use an arrow on a page somewhere to highlight points or similar, they're not going to stand out because there are arrows everywhere else. That wouldn't be cool.

There is a site there at the moment called "An extensive online Mgazine Site", but it has no picture with it. In its place is a circle graphic with the text "no image". I think you should leave that out altogether. Having a circle in that particular spot is not too cool.

Your use of bounding boxes to separate different aspects of the page is cool. However, they don't have any bounding lines or background colours to separate themselves entirely. With so many different things on the page, I find it gets a little muddled with the same background colour throughout. To see what I mean, try putting a light grey as the background colour of the navigation box. If that's cool, you can use that in other areas to better separate everything.

The news item ends with "Developers,.....read more ". You need to try and separate your "read more" link from the introductory text. Also, there is a space after "more" and the underline continues into thin air - that's not cool. My recommendation would be to change it to look something like this: "Developers, (read more)" (replace those brackets with square brackets, I don't think square brackets will work in this message). That would be cool.
