I think you should change the background colour to black. Get rid of the logo from the background. After that move the logo to the very top of the page and put a thick blue line under it which is where all your links will be. You understand what I mean?

I am not sure what you can do with the text, maybe put it into a table/box with a blue header and then put the poll on the right hand side so you can see it when you come to the site.

Just a few ideas.

The "official" fan page? Do you have proof of that? Do you have (do you need) permission to use the teams logo on your page?

Like a.k said, drop the background graphic. I'd prefer a white background with black text, though. Not a big fan of dark colored backgrounds.
