The overall look in a graphic browser is fine. I would say the font-size is a bit small, at the edge of renderability.

Problems arise when checking accessibility. The lack of alt properties means an abundance of "[image3.gif]" or "[empty.gif]" or "[arrow3.gif]" when viewed/heard in a non-graphical browser. Too, I could find no logical structure. Where are the headings? Assistive user agents use headings to skip around the page. The handicapped user (or, for that matter, the Lynx user) has to wade through a potload of links before she can find your welcome message. Refactoring the page without tables would be a major step forward.

Why did you use arrow3.gif to render a normal text entity? » would give you ».
