A program to baby sit a port and reply to requests?

Hello,

I am just curious if anyone knows of a program that scans a certain port on a windows system and lets people log into it remotly and then execture commands? So the program would be installed on the windows system and could be called up through telenet or something on a linux box. Anyone know of a program that can do this?

I did just make a program like this but its still pretty sketchy.
You can exec commands/list proscess's/kill prcosess/read text files all form windows telnet or linux telnet.
If you want it i can email it do or something.
(but its not professional)
