Administrator rights?

I have a friend with software that wont install on his new PC (Vista 64-bt SP1) because an error pops up immediately saying there's a missing language file and one or more of its dependencies could not be registered...or something like that. The file is here: C:\WINDOWS\System32\MSCOMCTL.OCX

The install CD actually has this file included so I tried pasting it from the CD into the folder above and tried to register the file in DOS (C:\WINDOWS\System32\RegSvr MSCOMCTL.OCX) and that didnt work. It wont let me do anything because of administrative rights. There is a password setup on his machine for login so I wasnt sure if this is why all the access denied crap is happening. But I dont know the process to register a DLL/OCX file with administrative rights. Im not good with Vista but Im stuck. Searching the Net didnt result much help either. If anyone can give me advice we would appreciate it MUCHO! Thanks if you read this far.

Are you sure that the software you want to install is compatible with vista?

Yes Im running on Vista Home 32-bit right now, no problems. In fact it runs better on Vista and less quirks than on XP Pro.
