CDROM lag on desktop...

Hi, I have this problem when installing things off a CD,
Before I used to be able to play music in the background (I know this is a small problem, but I like to listen to music 24/7 )
Or if the software has music in the background, it'll stutter and pause then the bar will move up slightly (Installation progress bar) and when I move the mouse, it'll jerk across the screen.
And theres also another problem, when I had win98 and XP games ran smoothly with detail set on high, but my comp would crash, so I though, hmm lets try win2000, tried it, games ran without crashing, but theres severe drops in fps, Max Paynes the worst, where I experience mouse lag, no drops in fps when the mouse lags, but in certain area's of the game it will jerk and fps will drop.
Thats with detail on medium and the screen resolution on 1024X768, my card should be able to run the games I have without any hichups, because I have a newer card than my previous which was a 3D Prophet 4500 64mb, I now have a GeForce 3 Ti200 64mb, and some of my games are jerkier than when I had the 3D Prophet 4500 64mb.
When I went into the readme file on max payne, it told me to enable AGP Acceleration in "dxdiag" program, but it wont let me, it says its unavailable and the box is greyed out so I cant enable it.

Please help me as these few problems are really bugging me, and I dont want to switch OS's again.

Cheers

do all music cds play incorrectly or just one of them? it may just be dirty if so.

as for the rest of ur problems it sounds like its a windows problem, i to get sudden crashs when i have high detail on - windows reports that its the driver for my raedon9200 - service packs didnt fix the problem - just gotta wait until they come up with a better driver for it.
