Configuring default DOS prompt path

When I open up a Dos prompt in Windows, how can I set the default directory to be "C:" ? Currently, DOS opens up to C:/windows/foo, and since most of my applications are rooted to C:/, that means I always have to cd.. my way back up to the root directory. It's kinda annoying, and I was wondering if anyone knows how to configure this. Thanks.
