Frontpage or not Frontpage

For almost three months I have been trying to create a website with xp pro,but it is not working.IIS has taken over my site and is displaying files it generated and I can`t figure out how to get rid of them. So I deleted IIs and tried to install server programing that works and that I can understand,but windows keeps installing updates that ruin the server and I have to keep reinstalling it If I delete Frontpage and Inetpub files will that ruin my machine? Will windows stop installing the same updates over and over?
