Thatīs not a problem with the server but the clients. Internet Explorer is just buggy...
As workaround you can ZIP all files that you want to offer for download.

If it works with apache, you are lucky. Then it is not the typical IE problem.

What do you want to download and what error do you get?

well for some reason i can now download .w3g files, but i now need to download exe files, i read in another post that you have to turn on scripts only but i need execute scripts as well, or my cgis dont work. here is the error i get with exewhen i right click and save as)from
Internet Explorer cannot download game.exe localhost
Internet Explorer was unable to open This internet site. The requested site is either unavaliable or cannot be found. Please try again later.

And when i just click on the exe file i get this error:

Canīt you put the exe in a folder that is not CGI-enabled? I doubt there is an other way around this as EXEs are valid CGIs for windows...
