Group Policy Error in Windows 2000 Server

Hi,

I am tryin to setup windows 2000 server for our office. I have setup a domain and also active directory services. i am having a problem with the group policy issues. My problem is that... i am not able to open the domain security policy in administrative tools...it's says that "group policy error...failed to open group policy object. You may not have appropriate rights." I have logged in as an administrator. Could anybody please help us because i need to set the Domain level security settings. what r the permissions i might be neding to access the domain security policy.
