Question Home PC to Server

I want to turn my PC into a server to host webpages and files that are accesable to the rest of the world. I've never done this before and I have no idea how. When I went to microsofts webpage the first step was to download about 90 seperate files. They weren't thaughtful enough to zip them, oh no.
If posible I want my new server to support perl and 1 of the following:
Microsoft Access 97/2000/2002 or SQL Server 6.5/7.0/2000 or MySql version 3.22 and 3.23

I only have a 250kb/s or so downstreem connection but then my sites dont generate that much bandwidth, yet. I'm willing to give about 1GB to the server as I have loads of space to spare.

My system spec is bellow, so, can this be done?

I would download Apache and use that. You can use Perl with those databasesor you can also setup PHP. Apache is more stable and secure than IIS or PWS.
