How can I do this? Windows 7 ?? Please help.?

I have a group of computers in my university lab with very fast internet connection. I used to download stuff on one of them from my home PC and my android phond by using 'TEAM VIEWER' and 'Utorrent remote'.

Now the problem arrises when someone closes the utorrent or team viewer from system tray OR when someone shut down the computer.
So please tell me some way by which:
1. System tray get locked OR icons of utorrent and team viewer disappears from the system tray so that no one closes them. Also if there exist some software by which I can run programs automatically at a given time, then please do tell me.

2. Change the working of the shutdown button to sleep or hibernate so that when someone clicks on shutdown button then instead of shutting down it goes to sleep or hibernate mode, because I am able to wake it up frome these modes by using 'auto power on & off software'.

Somehow this sounds like it would violate a university's user policy...
