How to deny shutdown if other users are logged in?

Hi All,

I'm struggling (under Vista) to somehow deny a normal user from shutting down the computer if someone else is logged in. It's ridiculous that, even when an administrator (for god's sake!) is the other user logged in, a simple user can just click 'ok' to the warning message, and shut down the computer. The only option I found is to altogether deny that user the right to shut down, which I don't want to do.

So, is there a way to deny a user to shut down if others are logged in? (Or simply to set Windows not to shut down if multiple users are logged in?)

I'm not terribly familiar with Vista, but in XP there's an option that can be set in the local security policy to allow only certain users to shut down the computer.

I took a quick browse around ze Google and it's either gpedit.msc or secpol.msc in Vista, but only the fancy versions of Vista support group policy editing:
• Windows Vista, Small Business Edition
• Windows Vista, Professional Edition
• Windows Vista, Enterprise Edition
• Windows Vista, Ultimate
• Windows Server "Longhorn"

This is the XP breakdown, but I'll wager it's the same or similar in Vista:
Local Computer Policy > Computer Configuration > Windows Settings > Security Settings > Local Policies > User Rights Assignment > "Shut Down The System"

From there you'd want to remove any users/groups that you don't want to be able to shutdown/reboot the system.

As I said in the OP, denying the shutdown altogether is not option. I would need a selective rule (only disallow when someone else is logged in).
