Important:::domain security policy --- group policy error

Hi..i am tryin to setup windows 2000 server for our lab. I have setup a domain and also active directory services. i am having a problem with the group policy issues.

My problem is that...

i am unable to open the domain security policy in administrative tools...it says.."group policy error...failed to open group policy object..check the permissions."

I have logged in as an administrator.could anybody please help..because i need to set the domain level security settings..
what r the permissions i might be neding to access the domain security policy
